Can I choose when points are awarded, for example only after an order is paid or fulfilled?

Yes. In the "Place an order" earning rule, choose whether points are awarded when the order is created, paid or fulfilled. For example, choose "Fulfilled" if you take cash on delivery and want to give points only for orders that were really delivered.
